DK Shivakumar Urges Defence Minister for Aircraft, Helicopter Manufacturing Incentives in Karnataka

Karnataka Deputy Chief Minister DK Shivakumar has urged Defence Minister Rajnath Singh to provide incentives for aircraft and helicopter manufacturers to establish production facilities in the state and across India. Speaking at Aero India 2025, Asia’s largest aerospace and defence exhibition, held at Yelahanka Air Force Station in Bengaluru, Shivakumar emphasized Karnataka’s leading role in India’s aerospace sector.

Karnataka’s Aerospace Strength

Shivakumar highlighted that Karnataka contributes 67% of India’s aircraft and helicopter manufacturing for defence services and accounts for 65% of the country’s aerospace-related exports. Despite these impressive figures, he pointed out a critical gap—India primarily focuses on aircraft servicing and repair, while manufacturing remains limited.

“Most of the aircraft and helicopters used by the country are still purchased from other nations. While we have the talent and capability, we need incentives to boost local manufacturing,” he said.

Bengaluru as a Global Aerospace Hub

Bengaluru, known as India’s aerospace capital, plays a crucial role in the aviation industry. The city is home to over 60% of India’s aerospace manufacturing and defence research and employs more than 1.5 lakh people in the sector.

Shivakumar noted that Bengaluru is one of the top three global aerospace cities attracting foreign investments, and the Karnataka government is actively developing aerospace and defence hubs in Bengaluru, Belagavi, Mysuru, Tumakuru, and Chamarajanagara.

Additionally, Bengaluru is a pioneer in drone technology and unmanned aerial systems, which are revolutionizing both commercial and defence sectors.

Karnataka’s Aerospace Policy and Future Plans

Karnataka was the first state to introduce an Aerospace Policy in 2013, and it has set up a 1,000-acre aerospace park near Devanahalli to support industry growth.

Shivakumar stressed that offering incentives to manufacturers would help retain skilled professionals in India and prevent brain drain.

“Innovation takes flight right here in Bengaluru. By supporting aerospace manufacturing, we can strengthen India’s self-reliance in defence and aviation,” he added.

With the Indian aerospace sector poised for expansion, industry leaders and policymakers are now looking to the central government for incentives that could transform India into a global hub for aircraft and helicopter manufacturing.
