In a significant development, the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, also known as the Centre’s ordinance on the control of services in the capital, was successfully passed in Lok Sabha on Thursday. The bill, which empowers the Centre to handle the transfer and postings of Group A officers in Delhi, was promulgated by the government through an ordinance on May 19.

This legislative move comes in the wake of the Supreme Court’s ruling, which affirmed the control of Delhi’s elected government over services, except in matters of law and order, police, and land. The ordinance was introduced as a response to the court’s interpretation, aiming to clarify the authority and delineation of powers between the Centre and the Delhi government concerning the bureaucracy.

Following the bill’s passage, Union Home Minister Amit Shah criticized the opposition, accusing them of prioritizing political alliances over the welfare of the public. He highlighted that the issue of services had always been with the Central government, and from 1993 to 2015, no Chief Minister had contested the matter, as their focus was on serving the people rather than engaging in conflicts.

On the other hand, Delhi Chief Minister Arvind Kejriwal expressed his strong opposition to the bill on social media. He accused the BJP of betraying Delhi’s aspirations for full statehood, a promise made by the party in the past. Kejriwal emphasized that the bill would strip away the rights of the people of Delhi, questioning the validity of the arguments presented by Union Home Minister Amit Shah.

Amit Shah, earlier in the day, had criticized the Aam Aadmi Party (AAP) led by Kejriwal for opposing the ordinance. He alleged that the AAP was doing so to gain control over vigilance and conceal the “truth” behind the renovation of Kejriwal’s official residence.

The passage of the bill in Lok Sabha marks a crucial step in addressing the issues surrounding administrative control and responsibilities in Delhi. As the legislative process continues, the bill’s impact on governance and service delivery in the national capital will unfold.
