
A Parliamentary Standing Committee has expressed concern over the non-utilization of ₹858 crore allocated for pollution control, warning that India’s worsening environmental pollution has severe consequences for public health and the ecosystem.
In a report released on Tuesday, the Standing Committee on Science and Technology, Environment, Forests, and Climate Change highlighted that the funds remain unspent due to delays in approving the continuation of the “Control of Pollution” scheme until 2025-26. The committee, led by BJP MP Bhubaneshwar Kalita, noted that this unspent amount constitutes 27.44% of the ministry’s revised annual budget allocation.
The report criticized the Ministry of Environment for failing to utilize the funds, especially at a time when pollution—whether air, water, or noise—has exceeded permissible limits. The committee warned that rising pollution levels are leading to an increase in pollution-related diseases and negatively impacting the country’s ecology.
“Air pollution, in particular, has reached alarming levels and has become a national crisis. Despite the urgent need for intervention, the Ministry has not been able to make a decision on the continuation of the scheme, resulting in less than 1% of the allocated funds being utilized,” the report stated.
The committee urged the Ministry to take immediate action and introspect on the reasons for this gross underutilization of funds. It emphasized that addressing deteriorating air quality should be a priority and called for better financial planning to ensure the funds are effectively used to combat pollution.
