
For over seven years, Vinay Sahebrao Kadam from Vikhroli (East), Mumbai, waited in silence — his request for a compassionate appointment lost in bureaucratic delays and unanswered letters. What began as a son’s plea for dignity after a family tragedy turned into a battle against apathy and red tape.
Vinay’s elder brother, Late Sudhir Sahebrao Kadam, served as Deputy Manager at the National Insurance Company Limited (NICL) when he tragically passed away in a road accident on May 2, 2018. In grief and hope, the Kadam family wrote to the company on July 5, 2018, seeking a compassionate appointment for Vinay. He submitted every required document by November 11, 2019, yet years passed with no acknowledgment or clarity from the administration.
It was only on July 15, 2024, that the company responded — not with empathy, but rejection. Citing a new Government Resolution (GR) that disqualified applicants above 35 years of age, the company dismissed the case. When Vinay requested proof and dates of the GR, no valid explanation was given.
Unwilling to accept silence as justice, Vinay filed a complaint with the National Commission for Scheduled Castes (NCSC) on March 3, 2025. The Commission promptly sought an explanation from NICL, but inconsistencies soon surfaced — two conflicting GRs, each with different titles and dates, appeared in the records. It raised serious questions about the authenticity of the documents used to deny his application.
Vinay continued his fight, filing a rejoinder on June 9, 2025, and the Commission once again ordered NICL to submit a detailed response by August 15, 2025. Yet, before the deadline expired, the case was abruptly closed on September 1, 2025, leaving him in disbelief and despair.
At this critical point, Mr. Tushar Tanaji Kamble, a rising social and political leader and State Secretary of the Republican Party of India (Athawale) – Shramik Brigade, stepped in. Known for his relentless advocacy for social justice, Kamble recognized the injustice and immediately took the matter to Union Minister of State for Social Justice and Empowerment, Dr. Ramdas Athawale.
Dr. Athawale personally intervened, contacting Mr. Udaykumar Mahanthi, Chief Business Manager of NICL (Mumbai), and instructing that Vinay Kadam’s case be reviewed with priority and fairness. Upon learning that the decision rested with the company’s Head Office in Kolkata, Tushar Kamble didn’t wait — he flew to Kolkata carrying an official letter from the Minister.
In Kolkata, he met General Manager Mr. Amit Satish and Executive Director Ms. Sridevi Nair, presented the Minister’s directive, and explained the entire chronology of the case — highlighting the questionable discrepancies in the documents. Both officials assured him of a thorough internal review and a commitment to fair action.
Returning to Mumbai, Kamble once again met with Mr. Mahanthi to submit a detailed report of his discussions in Kolkata, pressing for immediate resolution. Speaking to reporters later, Kamble said firmly, “I will not rest until Vinay Kadam gets justice. This fight will continue until the truth prevails.”
The case, once buried under files and procedural excuses, is now under renewed scrutiny — thanks to the combined efforts of Minister Dr. Ramdas Athawale’s proactive leadership and Tushar Kamble’s unwavering pursuit of truth.
